By Reservation Hatao Andolan Official · Policy Desk · Published 17 August 2026 · 12 min read
Nobody currently in the system should be destabilised. This paper sets out a ten-year, cohort-protected transition from category quotas to income criteria.
Abstract
A schedule-level transition plan showing how quota criteria could be replaced over a decade without disturbing any current beneficiary, with review gates, statutory triggers and a public dashboard at every stage.
Key Findings
- ✓Existing students and selected candidates retain their entitlements in full.
- ✓New entrants shift to income criteria in graded annual tranches.
- ✓Each tranche is gated on a published outcome review before the next begins.

Nobody in the system today should be destabilised
The single most common objection to reform is that it would strand people mid-course: a student two years into a degree, a candidate three cycles into a recruitment attempt, a family that planned around a rule. That objection is correct, and the official transition plan answers it directly. Every person already admitted, already selected, or already inside an age-eligibility window under existing rules retains those rules until they exit the system.
Transition therefore applies only to new entrants, and only in graded tranches. In the first three years, the income criterion runs alongside the existing criterion and its targeting error is measured against it. Nothing changes for anyone during that period except that the country acquires a comparison it has never had.
The ten-year schedule and its review gates
Years one to three are parallel running and measurement. Years four to six shift a defined share of new entrant seats to the income criterion, with the share fixed in advance by statute rather than decided annually by whoever holds office. Years seven to ten complete the shift for new entrants, leaving legacy cohorts untouched.
Each tranche is gated. Before the next share moves, the reviewing authority must publish the measured targeting error, the change in the cut-off series, and the composition of the beneficiary pool by district and by parental education. If the published numbers do not improve, the schedule pauses and the design is revised. A reform that refuses to specify what would stop it is not a reform proposal; it is a slogan.
What has to exist before year one
Three things. A verification pipeline that can issue an income and first-generation-learner certificate within a statutory window. An appeals channel with a named officer and a deadline. And a public dashboard, updated annually, that publishes the same indicators in the same format every year so that comparison across years is possible without reconstruction.
None of these require a constitutional amendment. They require administrative build-out of the kind India has completed several times in the last fifteen years for identity, payments and taxation. The scarce input is not capability; it is the political willingness to publish a number that might embarrass the publisher.

What each finding actually shows
Finding 1 · Governance
The record here reads: Existing students and selected candidates retain their entitlements in full. Taken alone it looks like an administrative detail; placed next to the rest of the file it describes a pattern that repeats year after year without anyone being answerable for it.
Finding 2 · Governance
New entrants shift to income criteria in graded annual tranches. Read against the stated intent of the provision, the gap between design and delivery is the finding — not the individual beneficiaries, who are simply using the system as written.
Finding 3 · Governance
Each tranche is gated on a published outcome review before the next begins. Anyone contesting this is welcome to publish the counter-figure; the movement's standing offer is to print corrections with attribution rather than argue in the abstract.
Why it matters for reform
The reform conclusion follows from the evidence rather than from sentiment: replace inherited category tags with a verified need index so that the same rupee of support reaches the household that has none of the advantages the tag was meant to proxy.
