Reservation Reform Andolan official.

Reservation Reform Andolan official is the reform charter of the Reservation Hatao Andolan official — the Reservation Hatao Movement, also known as RHA India. One demand, stated plainly: opportunity in India should be measured by verified economic need and demonstrated merit, never by the caste a citizen inherits at birth.

The four pillars of reform

01 · Need over birth

Every rupee of public support should reach the household that can prove it needs it. NEMI replaces the caste column with an income-and-opportunity score that an auditor can verify and a citizen can appeal.

02 · Honest examinations

Reform is meaningless if the exam itself leaks. The Reservation Reform Andolan official charter demands independently audited recruitment exams, published paper-trail timelines and statutory accountability for every cancellation.

03 · Access before competition

Ending a quota without fixing the starting line only hardens inequality. The reform sequence puts world-class free public schooling and state-funded coaching-grade preparation first, in the poorest districts first.

04 · Constitutional method only

Amendment, litigation, commission evidence, RTI and peaceful public assembly. No violence, no caste abuse, no unlawful protest. Anything else is not part of this movement.

Need, not birth

Seventy-five years after the first schedule was written, the sharpest divide in Indian classrooms and recruitment queues is no longer the surname on the form — it is household income, the district a child was schooled in, and whether anyone at home has finished college before. A caste tag captures none of those, and it cannot be appealed.

The Reservation Reform Andolan official answer is the National Economic Mobility Index (NEMI): a single, published, auditable score. Verified household income, parental education, government or private school, district development band, and first-generation-learner status. Support flows to the lowest scores first, and every citizen can see the formula that placed them.

The ten-year roadmap

  1. Years 1–2

Publish the NEMI methodology, run district pilots, and place verified income data audits before a parliamentary committee.

  2. Years 3–5

Expand free public schooling capacity and state coaching in the lowest-NEMI districts; begin phased economic weighting alongside existing categories.

  3. Years 6–8

Transition recruitment and admissions to a single need-and-merit framework with an independent appeals tribunal.

  4. Years 9–10

Full retirement of birth-based quotas, with a permanent statutory review of economic mobility outcomes published annually.

Myths and facts about the reform demand

Myth

Reservation Reform Andolan official is anti-Dalit or anti-OBC.

Fact

It is anti-quota-by-birth, not anti-any-community. The poorest household in every community gains under NEMI, because support is targeted by verified income and opportunity rather than by a category that a wealthy family in the same community can also claim.

Myth

Ending reservation means ending help for the poor.

Fact

The opposite. Article 46 duties stay, budgets stay, and the reform sequence spends more on public schooling and state-funded exam preparation in the lowest-mobility districts before any quota is retired.

Myth

Merit alone is enough; no support is needed.

Fact

Merit measured at an unequal starting line is inherited privilege with a scorecard. That is why the Reservation Hatao Andolan official charter puts access reform first and competition second.

Myth

This is a political party in disguise.

Fact

The movement takes no political funding, endorses no candidate and contests no election. It works through amendment proposals, litigation, RTI, commission evidence and peaceful lawful assembly.

Myth

Income certificates are easy to fake, so NEMI will fail.

Fact

NEMI is not a single certificate. It combines income tax and bank records, parental education, school type, district development band and first-generation-learner status, with published audit trails and a citizen appeal route.

Myth

Nothing can change because the Constitution protects reservation.

Fact

Reservation is enabling, not mandatory. Articles 15(4), 16(4) and 15(6) permit the state to make provision; Parliament has amended this framework repeatedly, most recently for EWS in 2019.

The legal position

Article 14 — equality before law

Any classification must be reasonable and must have a rational nexus with the object sought. The Reservation Reform Andolan official case is that a birth tag, seventy-five years on, no longer has that nexus with present-day disadvantage, while verified income does.

Articles 15(4), 16(4) — enabling, not obligatory

The Supreme Court has repeatedly held these are enabling provisions. Reform therefore requires legislative will and evidence, not a rewriting of the Constitution's basic structure.

Indra Sawhney (1992) — the fifty percent rule and the creamy layer

The judgment capped reservation at fifty percent in ordinary circumstances and introduced the creamy-layer exclusion. The creamy-layer logic is itself an economic filter, and the reform simply completes it.

Janhit Abhiyan (2022) — economic criteria upheld

The EWS judgment confirmed that economic criteria alone are a constitutionally permissible basis for affirmative action. NEMI builds on that finding with a transparent, auditable score.

Article 46 — the duty that stays

The state's duty to promote the educational and economic interests of the weaker sections is not disputed and is not being repealed. Only the targeting method changes.
