By Reservation Hatao Andolan Official · Data Desk · Published 16 August 2026 · 9 min read
Every claim the movement makes must be checkable by a stranger. This charter lists the sources used, the exclusions applied, and how to challenge a number.
Abstract

Why a data charter exists at all
A movement arguing that policy should be judged by published outcomes cannot itself publish unverifiable claims. The Reservation Hatao Andolan's data charter is a binding internal rule, and it is public so that readers can hold the movement to it rather than take its good faith on trust.
The core rule is simple: if a stranger with an internet connection cannot obtain the source, the claim does not go out under the movement's name. That excludes leaked datasets, private consultancy figures, and numbers that circulate on social media without an original document behind them, however convenient they are.
Sourcing, exclusion and correction rules
Sources are restricted to government publications, court judgments on public databases, and survey reports released in full by their authors. Where a series has a missing year, the gap is left visible rather than interpolated, and any average computed over an incomplete series names the exclusions in the same paragraph as the number.
Corrections follow a fixed procedure. A challenge is logged, checked against the original source within a stated period, and either upheld or answered in writing. Upheld corrections are published in the correction log with the date, the old figure, the new figure and the name of the person who raised it, if they consent to attribution. Nothing is silently edited.
How to audit a claim on this site
Start with the research library. Each paper names its instruments and years in the method section rather than gesturing at 'studies show'. Pull the same bulletin or notification, recompute the comparison, and check whether the direction and magnitude survive. If they do not, the correction channel is open and the log is public.
This is a deliberately uncomfortable standard to hold yourself to, and it is the only one that earns a hearing in a debate where every side is assumed to be fabricating. The movement's argument is that policy should be audited. It cannot make that argument from behind an unauditable set of numbers.
Analysis: Reservation Hatao Andolan Official Data Charter: What We Publish and How to Audit It
Read this paper as a legal audit audit: “Reservation Hatao Andolan Official Data Charter: What We Publish and How to Audit It” takes one claim that is usually asserted and checks whether the record supports it.
Every claim the movement makes must be checkable by a stranger. This charter lists the sources used, the exclusions applied, and how to challenge a number. Published 16 August 2026 by Reservation Hatao Andolan Official · Data Desk, the paper runs to roughly 9 min of reading and is released open access so that students, journalists and policy staff can cite it directly.
What each finding actually shows
Finding 1 · Legal Audit
Only publicly obtainable government sources are cited in movement research. That single line is the part most public debate skips, because it moves the argument from identity to outcome — and outcome is the only thing a policy can be judged on.
Finding 2 · Legal Audit
The record here reads: Missing years are left blank rather than interpolated or estimated. Taken alone it looks like an administrative detail; placed next to the rest of the file it describes a pattern that repeats year after year without anyone being answerable for it.
Finding 3 · Legal Audit
A public correction log records every claim revised after challenge. Read against the stated intent of the provision, the gap between design and delivery is the finding — not the individual beneficiaries, who are simply using the system as written.
Why it matters for reform
None of this argues for withdrawing support. It argues for re-addressing it — from a surname to a verified measure of household income, first-generation-learner status, school quality and district development.
Sources, method and limits
Figures in “Reservation Hatao Andolan Official Data Charter: What We Publish and How to Audit It” are drawn from publicly available material current to 2026 — parliamentary answers, commission reports, university and PSU disclosures, RTI responses and court records — and are reproduced for public education under Article 19(1)(a). Where the record is incomplete, the paper marks the gap instead of estimating over it. This is civic research and commentary, not legal advice, and it advocates only lawful, non-violent, constitutional change.
