Before anything else: permission and lawfulness

A Reservation Hatao Andolan chapter does nothing in public without written permission from the local police authority. Safety planning is the organiser's responsibility: a marked first-aid point, water, a designated dispersal route, volunteers with visible identification, and a named contact for the local police liaison. Every event closes with a written note recording turnout, incidents if any, and expenses.

Records, money and the press

Chapters keep two records open to their members: attendance and expenses. Money raised locally is spent locally on itemised heads — permission fees, sound, printing, water, sanitation — and the itemised list is shared with the chapter's members after each event. No chapter collects funds in a personal account presented as a movement account.

Press handling is centralised for a reason. One designated spokesperson per chapter speaks to media, works from the published position papers, and declines to speculate beyond them. A volunteer improvising a position on camera can undo months of careful documentation in a sentence.
