Naming the numbers that could prove us wrong
A reform movement that specifies no failure condition cannot be argued with, and should not be trusted. This paper names six indicators, their sources and their cadence, and states plainly what movement in those indicators would weaken the movement's own case.
The indicators are chosen on one rule: each must be published by a government body on a regular schedule, so that neither the movement nor its critics control the measurement.
The six indicators
One, the cut-off percentile gap series across major national and state examinations. Two, the share of selected candidates in each category who attended a government school. Three, the share of category benefits accruing to households above the creamy-layer threshold, from departmental disclosures. Four, foundational reading and arithmetic outcomes at Class V from national learning surveys. Five, median time from vacancy notification to appointment across major recruiting bodies. Six, the number of sanctioned posts unfilled beyond twenty-four months.
Each is measured annually where the source permits, and reported in the same table format every year so that a reader can compare without reconstructing anything.
What would count as being wrong
If the cut-off gap series begins to converge under the existing instrument, the movement's core empirical claim — that the instrument has stopped moving its own target — is falsified, and it will say so. If government-school representation inside category selections rises materially without any change in criteria, the diagnosis that coaching access dominates is weakened. If benefit concentration falls under existing creamy-layer enforcement, the case for redesigning the criterion narrows to a much smaller argument.
Conversely, if the indicators stay flat for another five years while budgets rise, the burden shifts. The point of publishing the test in advance is that neither side gets to pick the evidence afterwards.
