Reservation & examination policy in Haryana
Haryana's Jat reservation agitation in 2016 and the subsequent Backward Classes (C) legislation were struck down by the Punjab and Haryana High Court in 2018 for breaching the 50% ceiling. The state's 2020 private-sector domicile quota law was also struck down in 2022.

Why the reform argument matters in Haryana
- 01Haryana's Jat agitation is a textbook case of category expansion generating conflict without resolving deprivation.
- 02The struck-down private-job domicile law shows the constitutional limits of residence-based preference.
- 03Gurugram's corporate hiring is entirely skill-based, in the same state as some of India's weakest rural learning outcomes.
