Targeting is an engineering problem before it is a moral one

Every assistance system makes two kinds of mistake. It gives support to a household that did not need it, and it misses a household that did. India's category system was designed in an era when neither income nor assets could be verified at population scale, so an inherited tag was the only workable proxy. That constraint no longer exists. PAN linkage, GST records, bank-account seeding and land registries now cover the overwhelming majority of households.

The failure modes that must be designed against

The largest is the informal sector. A household with no filing history is invisible to an income-verified system, and that household is often the poorest one in the queue. The model handles this with a documented alternative pathway — local revenue attestation combined with asset checks — and treats the absence of records as a signal of need rather than a disqualification.

The second is fraud through income splitting and undeclared cash. No system eliminates this; the answer is random audit with meaningful penalty, and publication of the audit failure rate every year. The third is administrative delay: an eligibility certificate that takes six months to issue is a denial in practice, so the model specifies a statutory issue window with deemed approval on expiry.
