Jamshedpur, founded in 1907 around the Tata Steel works, is India's first fully planned industrial township and is administered largely by Jamshedpur Notified Area Committee and Tata Steel UISL rather than a conventional municipal corporation. Its workforce is unusually formalised — steel, automotive components and downstream engineering employ a large share of households.

Why Jamshedpur matters to the reform argument

Because Jamshedpur's private industrial employment is largely merit- and skill-tested while public recruitment is quota-tested, the city is a useful case study in how two hiring systems produce different mobility outcomes for the same families.

Jharkhand's domicile and reservation policy has been repeatedly litigated — the state's 2021 attempt to raise total reservation to 77% through the Jharkhand Reservation Amendment Bill awaited assent, and the 1932 khatiyan-based local residency policy has been struck down in earlier rounds by the Jharkhand High Court.
